Mrs Seebaran, a Permanent Secretary in a Commonwealth Caribbean state, received a letter from the Minister placing her on leave for 'unprofessional conduct' and was subsequently terminated without a hearing. Her husband is an Opposition party candidate, and she sometimes attends party functions with him. The Public Services Commission did not contact her prior to these actions.

With reference to decided cases, advise Mrs Seebaran as to whether the Minister's action is appropriate.
