Figure 5 shows a factory discharging an effluent stream containing chromium at 150 m³ per day into both Lake Tranquility and Spring Lake.

The two lakes supply drinking water for nearby communities. Explain how technological and legislative measures can be applied to solve the pollution issue in Lake Tranquility and Spring Lake.
