The Customs Department uses a program to compute duties and taxes on imported used cars. All cars pay a duty of 40% of landed value (cost of vehicle plus shipping charges). Cars with engine capacity of 1800 cc and above pay a luxury tax of 10% of the landed value. Cars with engine capacity below 1800 cc are not charged luxury tax.

Write PASCAL code to declare the duties rate and luxury tax rate.
