The circuit shown in Figure 6 investigates the relationship between applied potential difference and current for a 10 Ω carbon resistor using a 3.0 V battery of negligible internal resistance, an ammeter of negligible resistance, and a 20 Ω rheostat.

Explain why it is necessary for the voltmeter to have a high resistance.
