Country B has a total population of 24 million, with 5 million children under 15 years old and 18 million individuals aged 15 to 64 years. The remainder are elderly and not working.

Given that dependency ratio (DRO) = Number of Dependants : Number of Working Population, calculate the dependency ratio in Country B.
