In a speech to consumers, define 'consumer', name TWO different types of consumers, identify the form of credit advertised, outline TWO reasons consumers may prefer a loan to purchase the refrigerator, suggest THREE detailed measures government should take to protect consumers from unscrupulous businessmen, and explain fully why EACH measure is likely to be successful.
